He earned a Bachelor of Business Administration in Finance from the University of Arkansas at Little Rock and has spent his career working with individuals, employers, and business owners on insurance, employee benefits, financial planning, budgeting, revenue forecasting, and long-term risk management.
Doug is the Founder and Chief Executive Officer of Benefits Plus Financial in St. Petersburg. Before moving his business focus to St. Petersburg, he served as President and Owner of Homeyer Insurance in Little Rock, where he grew the business through strategic planning, budgeting, client service, and practical financial management. Earlier in his career, he served as a Regional Manager with Colonial Life, where he managed agents, supported revenue growth, and worked with employers on benefit communications.
Doug also holds respected professional designations in the insurance and financial-services field, including CLU®, ChFC®, LUTCF®, and RHU®. He is a three-year qualifying member of the Million Dollar Round Table and has served as a team leader at MDRT conferences.

He serves on the St. Anthony’s Hospital Foundation Board and Finance Committee, is a member of the Rotary Club of St. Petersburg, serves on the USF Economics Department Board of Advisors, and is connected to local entrepreneurship through the Greenhouse Entrepreneurial Academy.
Doug’s community service also includes work with Scouting America, church and school communities, youth basketball, and local civic organizations. He is a Greater Tampa Bay Area Council Scouting America Ambassador and a Life Scout. He is active at St. Raphael Catholic Church in St. Petersburg, where he serves as a Men’s Club member, Lector, and Eucharistic Minister. He has coached girls basketball at St. Raphael Catholic School for the last five years and previously coached boys basketball at Christ the King Catholic School in Little Rock for eight years.
Doug is also an active attendee of St. Petersburg City Council and committee meetings, city public meetings, outreach committee meetings, public events, and neighborhood association meetings. He continues traveling throughout St. Petersburg speaking directly with residents, workers, businesses, neighborhood leaders, and community organizations about the issues facing the city.
